Canadian Intergovernmental Agreements

Under the division II of An Act Respecting the Ministère du Conseil Exécutif (Act M‑30), the Secrétariat du Québec aux relations canadiennes (SQRC) oversees the negotiation and implementation of Canadian intergovernmental agreements.

Act M-30 also stipulates the need to obtain government approval or authorization or prior authorization of the Minister responsible for Canadian Intergovernmental Affairs for any agreement to be concluded between the government of Québec, one of its departments or government agencies, a municipal body, a school body or a Québec public agency and another government in Canada, one of its departments or government agencies or a federal public agency.

"Another government in Canada" means the federal government or the government of another province or territory. To find out more, please see the division titled « Approval and authorization process ».

For the implementation of Act M-30, the SQRC is also the depositary of Canadian intergovernmental agreements and, as such, it has established a « bureau des ententes ».

The agreements listed in the search tool include all of the public Canadian intergovernmental agreements signed since 1922. This represents more than 2900 agreements in various sectors, such as education, health, and the environment. The search tool provides the title, signing date, parties to the agreement and agreement number. The documents for public agreements signed at the SQRC since January 1, 2015 are available. To obtain documents for previous years, please e-mail the SQRC.
