Discover federal public procurement thanks to the Québec Government Office in Ottawa!

30 mars 2021

The Québec Government Office in Ottawa, which marked its reopening last November at a virtual launch, plays a key economic role. In addition to working within the diplomatic network to promote Québec as a destination for investment and an ideal place to do business, the Ottawa office is the first port of call in the federal capital for companies and stakeholders involved in Québec’s economic development. These two components in its economic mandate are probably the best known, but there is also a third component: helping Québec enterprises position themselves more effectively in the federal public procurement process.

What is a federal contract?

A federal contract is a contract for goods or services between a company and a federal government entity, whether a department, agency or Crown corporation. It is important to note that at the federal level, each department and agency has its own procurement service. A single enterprise can therefore, depending on its sector of activity, submit bids to several different departments.

For Québec enterprises, the interest lies in the fact that the Government of Canada is the largest purchaser of goods and services in the country. Each year, the federal government allocates several billion dollars to procurement as part of its investment in construction projects and maintenance, among others.

Québec enterprises with the ability to navigate in the federal public procurement universe can position themselves strategically in their sector of activity while helping to support economic development in Québec.

Whether small, medium-sized or large, every enterprise will be able to find a project to bid on. Considering that every contract for more than $20,000, for goods, or $40,000, for services, involves a call for bids, Québec enterprises must ensure that they are in contact with various federal entities in order to take advantage of business opportunities that arise outside the call for bids process, while also remaining aware of the deadlines for submitting bids.

To help Québec enterprises familiarize themselves with the federal administration, the Ottawa office has prepared a continuously updated document listing most of the federal financing programs, loans, investments, grants and tax credits. Click here to access the document (in French only). Québec enterprises wishing to assess all the possibilities should view this document as a first step.

Second, any questions relating to an enterprise’s specific field of expertise should be addressed to Benoît Lefèvre, the economic attaché at the Ottawa office.

While the Québec Government Offices in Toronto and in the Atlantic Provinces are the main allies for Québec enterprises hoping to expand their activities in the other Canadian provinces and territories, the Québec Government Office in Ottawa is the ideal partner for accessing federal contracts.
